This item is an artifact which drops from an extremely rare miniboss, found in Aboleths Part 2.

According to Mish, who may have the only known copy, it is supposed to "undo a boss fight wipe (restoring limboed items, and resetting the boss encounter along with porting the party back)."

Whether or not it works (i.e. the script is functional) is not known at this time.
